Kathy Higgins is president of the Blue Cross and Blue Shield of North Carolina Foundation and vice president of community relations for BCBSNC. Aside from leading the Foundation, she is responsible for overseeing corporate contributions, including sponsorships, grants, and outreach programs; corporate community leadership; management and employee community involvement; the United Way Community Care Fund; and major community initiatives.

Kathy has served BCBSNC for over 18 years and was instrumental in the formation of the BCBSNC Foundation.

Kathy was named as an Eisenhower Fellow in the spring of 2005, and studied health policy in New Zealand and Australia. She has served on numerous boards and commissions, including the Governor's Council on Physical Fitness and Health, Kids 'N Community Foundation (Carolina Hurricanes), North Carolina Healthy Start Foundation, Jimmy V Foundation Classic, YWCA Development Committee, Lenoir-Rhyne College Board of Visitors, Meredith College Board of Associates, and Be Active North Carolina Board of Directors. She is also co-chair of the 2007 U.S. Women's Open golf tournament.

Kathy received her Master's degree in Community Health Education from Virginia Tech.
