Basic Formulary: This is a closed formulary with 5 tiers for Blue SelectSM and Blue ValueSM plans. Retail Specialty Drug NetworkSome specialty drugs must be purchased at a BCBSNC retail specialty drug network pharmacy in order for those drugs to be covered.
