Effective June 1, 2009, Blue Cross and Blue Shield of North Carolina (BCBSNC) has adopted coverage for E-Visits as part of our ongoing initiative to improve member access to health care providers.

The E-Visit program
E-Visits (online medical evaluations) allow health care providers to respond or interact with their patients through a secured electronic channel. Benefits of E-Visits include:

  • Physician and patient convenience - providers can give minor-acuity, non-emergent care through E-Visits. Patients can submit information or questions with the expectation of receiving a response within one to two business days.
  • Responds to patient demand - 74 percent of patients would like to communicate with providers electronically, although only 31 percent of providers are currently communicating electronically with their patients.

Qualifying for reimbursement
Providers will be required to document, using the E-Visit attestation form, that they have met the requirements of our E-Visit medical policy, including use of a secure patient portal, meet HIPAA privacy requirements, and have an established relationship with the patient.

Promoting the program
Currently few physicians in NC offer E-Visits to their patients, but we expect that number to increase with reimbursement. Until we deem that a sufficient number of physicians are participating in this program, we will not broadly promote this to members. BCBSNC is working to promote this service to physicians and their practices.

About the E-Visit attestation form

Physicians who intend to bill BCBSNC for E-Visits are required to attest to BCBSNC via the E-Visit attestation form, that they will follow the requirements in Corporate Medical Policy (MED 1141) covering E-Visits and notify us regarding their chosen Secured Electronic Channel vendor or in-house secured Electronic Channel.

When is the form due?
Physicians are required to return the E-Visit attestation form to BlueCross BlueShield of North Carolina prior to submitting claims to BCBSNC for E-Visits. If your office has an existing E-Visit system, or is ready to implement one, fax the form to 919-765-4349 prior to submitting claims for E-Visits.

What if I need to change information I've already submitted about E-Visits, such as vendor?
Please download and re-fax the form with the updated information.
